On the afternoon of August 28, the "Chemical Process Safety Expert Forum", a series of academic activities for advanced seminars for chemical safety compound talents, was successfully held at China University of Petroleum (East China).

The advanced seminar training system for chemical safety compound talents includes a series of large-scale academic exchange activities. This expert forum aims to build a communication platform between experts and trainees, and conduct in-depth discussions on management and technical issues that trainees pay attention to in the actual production process. The meeting was presided over by Liu Yi, deputy dean of the School of Chemical Engineering, China University of Petroleum (East China), deputy director and secretary-general of the China Chemical Safety Association, Lu Nianming, an expert from the National Work Safety Expert Group, and former deputy director of the National Energy Group Safety Supervision Bureau. Liu Jizhen, an expert from the National Work Safety Expert Group, Ji Jianjun, deputy director of the Quality, Safety and Environmental Protection Department of China Petroleum and Chemical Industry Federation, and Han Youxian, deputy director of Qingdao Emergency Management Bureau, attended the forum as experts. The forum first focused on the construction and organic integration of the HSE system and safety standardization and PSM system of chemical enterprises, the coordination and unification of management system compliance and system creation, the supervision methods and management practical experience of enterprise process safety management elements, the construction and effective implementation of enterprise safety production responsibility system, Five major issues concerning the implementation of the new and old standards were discussed.

Lu Nianming pointed out that the various types of system construction carried out by various companies have achieved certain results, but the problems that still exist in the operation of different systems by different companies are mainly concentrated in the layers of different systems and the fatigue of system construction. In terms of coping with several aspects, the main reason is that some companies still have not achieved full coverage of safety management in the current management. They only focus on the development of system construction machinery and system benchmarking, but the actual work content and management level have not reached The level of standards required by different systems is proposed to better cover the content of safety management work. However, the mechanical integration and mechanical compliance caused by the current inadequacy of work cannot guarantee the work effect. The actual work content is in line with the requirements of the system. The gap is the real crux of the problem.

Liu Jizhen pointed out that no matter what kind of system is applied to the management of chemical enterprises in my country at the current stage, a good system and a good method to manage risks and prevent accidents is a good method, and encourages everyone to broaden their thinking on the premise of this goal. Leverage extensively, draw heavily on the management experience and methods of domestic and foreign industry institutions, and invigorate multiple management methods on the basis of legal compliance to further effectively improve the level of corporate safety management.

Ji Jianjun emphasized that the main focus of enterprise safety management is the enterprise’s safety production responsibility system. He said in conjunction with the management experience of some outstanding enterprises at home and abroad that at present, most enterprises in our country have established a large number of management systems, but the common problem is that Under the current system, there is a lack of effective implementation of the system. Not only does the establishment of the system extend to the end, but also the full coverage of system implementation and supervision is a powerful measure to effectively ensure the effective implementation of enterprise safety management.

Han Youxian pointed out that in the process of supervision and service, the government supervision department must use technology, talents, resources and other powers from all aspects of society to effectively supervise the legal compliance of enterprises. At the same time, under current conditions, further strict law enforcement, In terms of scientific law enforcement and efficient law enforcement, some work experience of Qingdao Emergency Bureau was introduced, which provided participants with new ideas from the perspective of government regulatory agencies.

In this seminar, based on their own work experience, the participating experts shared a large number of industry self-discipline, government supervision, and corporate management cases, and provided valuable experience for the participants. Finally, in the on-site questioning session, the experts also pointed out The second and third sessions of the Advanced Seminar for Chemical Safety Compound Talents gave on-site answers to topics and doubts that were of interest to the safety management of chemical companies, and the atmosphere was enthusiastic. Through this forum, experts and students jointly exchanged and discussed new insights, new ideas and new methods obtained during actual production and the alternation of old and new standards, which are of great significance for promoting the development of chemical process safety.

The series of large-scale academic activities for advanced seminars for chemical safety compound talents aims to further expand students' horizons, understand advanced chemical safety management concepts at home and abroad, and invite a large number of outstanding chemical safety experts at home and abroad to give lectures at the school. On August 22, Chen Meiguan, President of Hannikon Chemical Technology Co., Ltd. gave a special lecture on "Chemical Safety Management and Cases of Japanese Chemical Companies"; on August 27, Song Fangyan from the Ministry of Safety and Environmental Protection of Sino-Korea Petrochemical Corporation gave a lecture on "Korea SK Group "Safety Management System" gave a special lecture, which allowed the trainees to have a more intuitive experience of Japanese chemical management regulations, Korean enterprise chemical process safety management ideas, and experience and practices that can be used for reference. The trainees benefited a lot.

The advanced training class for chemical safety compound talents is based on the "Notice of the General Office of the State Council on Printing and Distributing the Comprehensive Safety Management Plan for Hazardous Chemicals" (Guobanfa [2016] No. 88) and the "Ministry of Education and the State Administration of Work Safety on Strengthening Chemical Safety Talents" "Guiding Opinions on Cultivation Work" (Jiaogao [2014] No. 4) requires our school as the first batch of the only pilot colleges and universities to start pilot enrollment in 2015, mainly training basic knowledge of chemical processes and new technologies, and safety The basic theories and technology of science are to be improved, aiming to cultivate the advanced training class of chemical safety professional compound talents who know technology, know safety, fine technology and know how to manage. At present, the students of the first advanced training class for chemical safety compound talents have successfully graduated and become chemical safety experts of their respective employers, which are widely acclaimed; the training of a total of 240 students in the second and third sessions is in progress; according to the plan , The enrollment of the fourth advanced seminar will start at the end of 2019.
