     The chemical process safety expert forum firstly focuses on the construction and organic integration of the HSE system and safety standardization and PSM system of chemical enterprises, the coordination and unification of management system compliance and system creation, the supervision methods and management practical experience of enterprise process safety management elements, and the enterprise safety production responsibility system The five main issues of construction and effective implementation, and benchmarking implementation of new and old standards and specifications were discussed.

     Lu Nianming pointed out that the various types of system construction carried out by various companies have achieved certain results, but the problems that still exist in the operation of different systems by different companies are mainly concentrated in the layers of different systems and the failure of system construction. In terms of coping with several aspects, the main reason is that some companies still have not achieved full coverage in safety management in the current management, and are only aimed at the development of system construction machinery. System benchmarking, but the actual work content and management level have not reached The level of standards that are really required, and the purpose of different systems is to better cover the content of safety management work.However, the mechanical integration and mechanical compliance caused by the current inadequacy of work cannot guarantee the work effect. The gap between the actual work content and the system requirements is the real crux of the problem.

     Liu Jizhen pointed out that no matter what kind of system is applicable to the management of chemical enterprises in my country at the current stage, a good system and a good method can control risks and contain accidents. He encourages everyone to broaden their thinking on the premise of this goal. Leverage extensively, draw heavily on the management experience and methods of domestic and foreign industry institutions, and invigorate multiple management methods on the basis of legal compliance to further effectively improve the level of corporate safety management.

      Ji Jianjun emphasized that the main focus of enterprise safety management is the enterprise’s safety production responsibility system. He said in conjunction with the management experience of some outstanding enterprises at home and abroad that at present, most enterprises in my country have established a large number of management systems, but the common problem is that Under the current system, there is a lack of effective implementation of the system. Not only does the establishment of the system extend to the end, but also the full coverage of system implementation and supervision is a powerful measure to effectively ensure the effective implementation of enterprise safety management.

  Han Youxian pointed out that in the process of supervision and service, the government supervision department must use technology, talents, resources and other powers from all aspects of society to effectively supervise the legal compliance of enterprises. At the same time, under current conditions, further strict law enforcement, In terms of scientific law enforcement and efficient law enforcement, some work experience of Qingdao Emergency Bureau was introduced, which provided participants with new ideas from the perspective of government regulatory agencies.

On August 22, Chen Meiguan, President of Hannikon Chemical Technology Co., Ltd. gave a special lecture on "Chemical Safety Management and Cases of Japanese Chemical Companies"; on August 27, Song Fangyan from the Ministry of Safety and Environmental Protection of China and South Korea Petrochemical The “Safety Management System” gave a special lecture, which allowed the trainees to have a more intuitive experience of Japanese chemical management regulations, South Korean corporate chemical process safety management ideas, and experience and practices that can be used for reference. The trainees benefited a lot.

      The advanced training class for chemical safety compound talents is based on the "Notice of the General Office of the State Council on Printing and Distributing the Comprehensive Safety Management Plan for Hazardous Chemicals" (Guobanfa [2016] No. 88) and the "Ministry of Education and the State Administration of Work Safety on Strengthening Chemical Safety Talents" "Guiding Opinions on Cultivation Work" (Jiaogao [2014] No. 4) requires our school as the first batch of the only pilot colleges and universities to start pilot enrollment in 2015, mainly training basic knowledge of chemical processes and new technologies, and safety The basic theory and technology of science is to improve, and it aims to cultivate advanced training courses for chemical safety professional compound talents who know technology, know safety, fine technology and know how to manage. At present, the students of the first advanced training class for chemical safety compound talents have successfully graduated and become chemical safety experts of their respective employers, which are widely acclaimed; the training of a total of 240 students in the second and third sessions is in progress; according to the plan , the enrollment of the fourth advanced seminar will start at the end of 2019.
