Sun Huashan said in his speech, the chemical industry is the end product of many manufacturing support industries, modern production and life is inseparable from chemical products. The Chinese government has always attached great importance to hazardous chemicals and chemical safety, strengthen the full range of security measures, efforts to promote the sustainable development of the chemical industry security. Into the "five-second" after the total accidents continued to maintain a downward trend in 2012, the number of accidents and deaths than in 2011 decreased by 33% and 22%, respectively, for the first time dropped to less than a hundred people, the chemical industry, production safety situation remained stable improvement situation.
Sun Huashan said that the current chemical industry safety is facing new tasks and challenges. First, the challenge of the rapid growth of the chemical industry. Diversification of production, necessarily requires a wide range of security management, personnel and technology with the support. Third, the chemical industry remains weak security infrastructure challenges. With the Chinese economy at a new historical starting point, people increasingly high demand for safety. However, the production base of hazardous chemicals and the safety of Chinese chemical industry remains weak, production safety situation is still grim, compared with developed countries there is a large gap.
Sun Huashan stressed that the international community draw profound lessons from the accident and on the basis of active practice, evolving and updating process safety management concept, we have accumulated a wealth of experience in process safety management. This experience is not only a valuable asset in one country, but also the global chemical industry, the common wealth. Sun Huashan hope the success of this seminar will be held, the more experience absorbed in, good digestion and absorption, and actively learn from the lessons of major accidents at home and abroad, to accelerate improvements in China chemical process safety management capabilities.
